Rockland County Social Services
The Department of Social Services offers a wide range of programs and services to families and individuals to assist them in meeting their basic needs for food, clothing, shelter and medical care. Services are also provided to individuals to assist them in preparing for, obtaining and maintaining employment.
MEDICAID
Medicaid provides health coverage to millions of Americans, including eligible low-income adults, children, pregnant women, elderly adults and people with disabilities. Medicaid is administered by states, according to federal requirements. The program is funded jointly by states and the federal government.
NY Health Access
People who apply for Medicaid in order to obtain home care services face long delays in getting Medicaid approved and then accessing home care services from a managed long term care plan. A New York law passed in 2015 that is being implemented in July 2016 should help speed up approval of Medicaid in only SEVEN DAYS and Medicaid home care in TWELVE DAYS if there is an “immediate need” for home care. This article describes this new procedure and other strategies to minimize these delays.
New York State Elder Abuse Resources Guide
This New York State Elder Abuse Resources Guide was compiled by the NYSBA Elder Law Section’s Elder Abuse Committee specifically for attorneys who encounter abuse or potential abuse of older adults within their client population. Practitioners may want to offer resources or referrals to clients experiencing abuse. The goal of this guide is to allow them to do so in an informed and efficient way, making use of local infrastructure. The guide is organized by Section district, and contains resources submitted by each of the Elder Law Section’s district delegates. The Elder Abuse Committee sincerely hopes that this guide will be of practical assistance to members of our Bar throughout the state.

The New York State Office for the Aging’s (NYSOFA’s) home and community-based programs provide older persons access to a well-planned, coordinated package of in-home and other supportive services designed to support and supplement informal care. The NYSOFA’s overall goal is to improve access to, and availability of, appropriate and cost-effective non-medical support services for older individuals to maximize their ability to age in their community and avoid higher levels of care and publicly financed care.
Aging With Dignity: The Five Wishes
As a private, non-profit organization, their driving principle is to safeguard and affirm the human dignity of every person who faces the challenges of aging, serious illness, disability or loneliness. They have served more than 30 million families and 40,000 organizations by providing the tools needed to discuss advance care planning. They also advocate at the state and federal levels for public policies that enhance the rights of individuals and families in making these decisions. They provide support through resources, workshops and one-on-one assistance that promotes the conversation of dignified care and end-of-life wishes.
CMS Nursing Home Compare
Nursing Home Compare allows you to find and compare nursing homes certified by Medicare and Medicaid. This website contains quality of resident care and staffing information for more than 15,000 nursing homes around the country. Nursing homes provide skilled care to people who can’t be cared for at home and need 24-hour nursing care. Skilled care includes skilled nursing or rehabilitation services to manage, observe, or assess a resident’s care. Examples of skilled care include occupational therapy, wound care, intravenous (IV) therapies, and physical therapy. You can learn more about other types of long-term care facilities here.

The Center for Medicare Advocacy’s mission is to advance access to comprehensive Medicare coverage and quality health care for older people and people with disabilities by providing exceptional legal analysis, education, and advocacy.
The Center for Medicare Advocacy, established in 1986, is a national nonprofit, nonpartisan law organization that provides education, advocacy and legal assistance to help older people and people with disabilities obtain access to Medicare and quality health care.
